"Robo-call starts along the lines that legal allegations are against you and that an arrest warrant will be issued against you. When I called them, the background noise was obviously a call center and they answered "IRS" -- no ID name, no ID number. When I told them to remove my name from their calling list, he responded with "Why" each time I made the request. I told them I was turning them into the IRS, he hung up for me."
