"Just received a voice message from a man with Indian accent who said I needed to call back 415-630-2859 and provide my the last 4 of my SSN. He didn't mention my name nor his name, but repeated a few times that if I didn't call back they would issue a warrant and have me arrested."

Completely bogus and this is clearly a scam."
